Press Release from Buducnost Modrica on the Killing of Sladjenko Tubin

Representatives of the citizens' association "Buducnost" from Modrica (Bosnia and Herzegovina) most strongly condemn the murder of police officer Sladjenko Tubin, who was killed by performing regular duty in case of domestic violence. Also, we express our sincere condolences to the family of the killed police officer.

According to the media, police officer Sladjenko Tubin was killed when he came into the house to speak with Marko Sabic who was having a fight with his wife, having stabbed his own father because he was protecting her. He shot the police officer with a hunting rifle, and injured his daughter with a bullet. Marko's father and daughter are stable.

The killing of a police officer  in the context of domestic violence raises a number of issues, such as why did the system fail and what's next?

Protection of victims from any form of violence, including domestic violence, begins with the recognition of the violence itself. Protectors, such as the police, must be constantly and regularly educated to identify all forms of violence, but also to assess the risk of repetition of violence and the level of danger a perpetrator poses. It is for this reason that it is extremely important to adopt amendments to the Law on Protection against Domestic Violence in Republic of Srpska (One entity of Bosnia and Herzegovina), which will, among other things, make risk assessments mandatory.

Raising public awareness of domestic violence is of a crucial importance and it should not only happen during the International Day against Violence. It it is necessary to have an ongoing education in order to reduce and eventually eradicate these and similar tragic events.

Domestic violence, as well as violence against women and children, represent a huge challenge in Bosnia and Herzegovina. This is a problem that has recently emerged from the private to the public sphere, since it has long been watched and perceived as a private family matter. Still, fatalities, like the one that happend yesterday, clearly confirm that violence is not a private matter, nor has it ever been.

Over the last five years, in only one safe house in Modrica, more than two hundred women victims of violence have been taken care of, while there are many more unreported cases. Not reporting violence at home can lead to tragedy. Stop violence!

Predstavnici udruženja građana „Budućnost“ iz Modriče najoštrije osuđuju ubistvo policajca Slađenka Tubina, koji je nastradao vršeći redovnu dužnost u slučaju nasilja u porodici. Takođe, izražavamo iskreno saučešće porodici ubijenog policajca.

Kako su naveli mediji, policajac Slađenko Tubin ubijen je kada je na njega iz lovačke puške pucao Marko Šabić, koji se prije toga posvađao sa suprugom, zatim izbo svog oca, a pucajući na policajca metkom okrznuo i svoju maloljetnu kćerku.

Ubistvo policajca prilikom intervencije u slučaju porodičnog nasilja, otvara niz pitanja, poput onih gdje je sistem zakazao i šta dalje?

Zaštita žrtava od bilo kog vida nasilja, uključujući i nasilje u porodici, počinje prepoznavanjem samog nasilja. Subjekti zaštite moraju konstantno i redovno da se edukuju za prepoznavanje svih vrsta oblika nasilja, ali i da procjene rizik o ponavljanju nasilja i opasnosti koje određena osoba, koja čini nasilje, ima. Upravo iz tog razloga je od izuzetne važnosti da se usvoje izmjene u Zakonu o zaštiti od nasilja u porodici RS, u kojem će, između ostalog, procjena rizika biti obavezna.

Podizanje svijesti javnosti o nasilju u porodici je od krucijalne važnosti i ono ne smije da se dešava samo tokom Međunarodnog dana borbe protiv nasilja, već je neophodna konstantna edukacija, kako bi se ovakvi i slični tragični događaji, umanjili i na kraju iskorijenili.

Nasilje u porodici, kao i nasilje nad ženama i djecom, predstavljaju ogroman izazov u BiH. To je problem koji je odnedavno izašao iz privatne u javnu sferu, s obzirom da se dugo vremena posmatrao i percipirao kao privatna porodična stvar. Ipak, smrtni ishodi, poput ovog juče, itekako govore da nasilje nije privatna stvar, niti je ikad i bila.

U posljednjih pet godina samo u sigurnoj kući u Modriči, zbrinuto je više od 200 žena žrtava nasilja, a siva statistika je daleko veća. Neprijavljivanje nasilja i samostalna svakodnevna borba sa nasilnikom, može da dovede do tragedije. Spriječimo je!
