Developing capacities to address stalkerware and digital violence against women across Europe

The rise of digital technologies has amplified gender-based violence (GBV) against women and girls creating a harmful continuum online and offline.  

DeStalk EU addresses the growing digital dimension of gender-based violence by strengthening the capacity of professionals working with victims and perpetrators to identify and respond to the different forms of digital abuse.  

The project also engages public institutions, decision-makers, and communities to prevent cyber violence against women and girls (CVAWG), empower victims, keep offenders accountable, and support long-term solutions to break the cycle of violence

Our Work 

  • Mutual learning among ten expert organizations across Europe for advanced knowledge and responses 

  • A capacity-building programme including e-learning and training sessions in eight languages and countries 

  • Adapted toolkits for victim support services and perpetrator programmes, plus materials for public awareness and prevention 

  • Advocacy call to actions mobilising public institutions and media at regional, national, and European levels 

  • National and European events engaging practitioners, decision-makers, and multipliers 

  • Public campaigns reaching communities across eight countries and beyond in Europe to keep relationships safe and accountable for everyone offline and online.  

What we deliver 

  • A comprehensive capacity-building and training programme providing advanced, practice-oriented knowledge on the prevention, identification, and intervention of digital abuse, including stalkerware, and European guidelines and practical toolkits supporting coordinated, sustainable responses to digital gender-based violence across different national contexts, for practitioner  

  • Policy-oriented guidance and advocacy resources supporting the development and implementation of territorial and coordinated responses to cyber violence against women and girls, scalable advocacy frameworks and templates enabling replication and uptake at national and European levels, for policy makers and public institutions 

  • A DeStalk EU Awareness-Raising Plan and Media Toolkit and adaptable campaign templates and prevention materials designed to support long-term awareness, early prevention, and victim empowerment across Europe, for communities and the wider public 

Impact  

  • 400+ practitioners strengthened with advanced, practical knowledge and tools to more effectively prevent, identify, and respond to digital abuse in their daily work with victims and perpetrators to address the digital dimension of gender-based violence 

  • 300+ key national actors and European multipliers empowered to influence, coordinate, and scale up policy and institutional responses to cyber violence against women and girls  

  • 10,000+ people across Europe increased their awareness, understanding, and ability to recognise and safeguard self and others from digital violence, contributing to safer relationships online and offline 

By focusing on preparedness, empowerment, and scalability, built upon the DeStalk project developed in 2021-2022, DeStalk EU supports sustainable change in professional practice, policy development, and community responses to digital gender-based violence across Europe.
